Noisy-neighbor tenants on shared checkout infrastructure are driving p99 spikes for everyone. Current global rate limiter doesn't differentiate by tenant; we have one outage in last 90d directly attributable to this.
Token-bucket per tenant, sourced from the billing tier, hashed at the edge. Soft limit emits 429 with retry-after; hard limit drops connections. Defaults derived from p95 baseline; tier overrides in tenant config.
